Lift the sunken or heaved section, fix the base, relay the same pavers and compact them level.
Full excavation, a compacted granular base built for Ottawa frost, and pavers rated for vehicle traffic.
Clean out failed joints, refill with polymeric sand, and seal if you want colour and stain protection.
Rebuild leaning block walls and loose interlock steps with a proper footing and drainage behind them.
A lot of the interlock laid in Ottawa's suburbs in the 1990s and 2000s went down fast, on whatever base the budget allowed. Twenty-odd winters later it shows: a dip where the car tires sit, a hump by the garage, pavers rocking by the front step.
Ottawa's frost goes deep, and much of the city sits on clay that holds water. When a thin or poorly compacted base gets wet and freezes, it lifts. When it thaws it settles unevenly. The pavers are rarely the problem. The base under them is.
Most driveways can be lifted, rebuilt underneath and relaid with the same stones for a fraction of the cost of new. If the base is sound and only the joints have failed, a clean and re-sand may be all you need. The quote says which, and why.
